19 of the Russian's twenty-one championships have been achieved on hard courts
A comeback the Russian player secured his first title for nearly 30 months with success over opponent Moutet in the competition title decider.
Medvedev, a ex- world number one, has had a difficult season, managing just one match at the major tournaments and undergoing a meltdown at the American major.
The player's unpredictability on the tennis tour - and difficulties with his serving in especial - caused him exiting of the elite rankings and eventually parting ways with former mentor Gilles Cervara.
Currently training with Thomas Johansson and Rohan Goetzke, the tennis star has gradually advanced in the last few weeks - peaking in a hard-fought three-set victory over opponent Moutet.
It is his initial championship since the Rome competition and initial on a hardcourt after that period of 2023.
Victory also indicates he has achieved 21 titles at twenty-one different events.
"This marks the first occasion I'm at a event with my children together, so to win a title is really nice," stated ranked player Daniil Medvedev.
"This victory is in honour of my younger daughter her name, because the maiden victory I got when my first daughter Alisa was born was for her."
The tennis star, the former major winner, had failed in his past six title deciders, featuring in Halle in the past months.
Medvedev's defensive strategy and frequent reactions on the playing surface had prompted commentators to doubt if his skill to perform at the top level was over.
Yet the 29-year-old has made changes in recent weeks, striving to come to the net and perform aggressively, backed up by an improved serving game.
The champion recovered from a break down in the initial set against the difficult Moutet, winning 4 of the final five points to go ahead.
The pair traded break points in the middle set before Moutet, striving for his first ATP Tour title, gained dominance to create a third set.
The opponent defended four early chances in a close deciding set before the Russian broke to fifteen to close out the victory.
Appropriately, he earned the title with a point at the front of the court, with his opponent failing to control a shot after two hours and 38 minutes.
